After Action Man fought off the UPOE from earth, earth has built several space factions to explore the universe. Each faction has their own agendas. 

Metal Storm is a cyborg from the year 2800 from a small but highly advanced planet known as Vekta. Vekta is indeed a very tiny planet and is considered to be a gas planet like Jupiter. It has absolutely no plants or animals on it but offers a beautiful blue atmosphere. The micro alien bacteria that lives on this planet are super powerful and they regulate oxygen into the air. The bacteria also cannot harm humans. A company named Eon Industries has colonized this planet and set up beautiful architecture and cities. The buildings had to be thousands and thousands of feet high to support the population. Most of the buildings would even go through the atmosphere and into space. The planet of Vekta is ruled by Eon Industries, the most advanced technology company in the universe created by mankind. EI has created many scientific breakthroughs and insane developments.

EI has also created a new breed of humans known as Sybreeds. The Sybreed are people who have cybernetically enhanced themselves to become smarter and stronger as they have abnormal amounts of brain and muscle functionality. The Sybreed people are humans with neurological implant chips that let's them do things humans normally couldn't. The chip could be remotely upgraded towards the user's preferences depending on one's wealth....wealth....that being EI has no respect for the lower class. EI has been criticized as very 'fascist' for its government monopoly. After all, they do own and run the whole planet and they have no interest in people who have no money. They also do not take criticism very lightly and the more open minded people have stated that Vekta is a "capitalism apocalypse" as corporates do whatever they please. The lower class could not afford the Sybreed chip and therefore have absolutely zero access to society. 

Vekta does have a few non-government funded, volunteer programs that helps humanitarian aid to the homeless such as Eve. But even Eve is not strong enough to help the povertized as they are very under funded. Most of the people of Vekta don't even know about the extreme poverty issue due to the lack of diverse media outlets. Only the lower class know how the soil of the planet looks like, that being a dry gray sand. The upper classes live in higher buildings as the lower classes bare their shadows from below.

The Sybreeds can do very remarkable things like make phone calls through their chip, display an HUD of their environment, have enhanced vision, have super speed and strength, remotely access all technology (bye bye TV remotes and car keys), surf the internet, store data, and even have higher cognitive memories. The chip is even powerful enough to encounter any form of disease and mental illnesses such as down syndrome or Alzheimer's. It is also quite normal for Sybreeds to have a few cybernetic limbs. Some have them because of their disabilities while others have them because they believe it's more luxurious. Normally military officials tend to have these cybernetics since they are more likely to get into fatal incidents. 

A lot of religious groups have been very against the idea of having cybernetic limbs for luxury as they feel it is a perversion of morals because people want to change what God has given them by removing their organic body parts; though, they do not have anything against those who have cybernetics for disability reasons. Unitarian Christianity and Sunni Islam are the main religions of Vekta. Really Vekta's religious group is only a small minority (around less than a tenth) because the majority of the Sybreed are highly secular and have a very weak moral guidance, sometimes even worship technology, and somewhat themselves through self arrogance. The people of Vekta do not challenge their authority mainly because they are satisfied with their living conditions; however, those who do tend not to have a good ending.

Metal Storm's real name is Larson Storm and he was raised from a high upper class family. Both of his parents were people of faith from a mixed Christian and Muslim family (in which is rather highly common among religious Sybreeds. In fact, most religious Sybreeds don't see barriers between each other's faiths). He joined the military when he was 18 which was a time of war between the Sybreed and the Utopian Empire as the UPOE aggressively tried to take over Vekta. Larson was a great soldier and his duty was to protect a max security EI storage facility and he put up a great fight against the Utopians who dared to invade. However, he was greatly overwhelmed and his team went down one by one. Larson was the only one left and a UPOE heavy trooper with a minigun ambushed him, tearing away chunks of his flesh with the brutal machinegun and making him go flying against the wall of the storage facility. There was a prototype element right behind him known as Helixium sitting in a container inside the wall Larson hit. The red hot bullets of the minigun punctured holes into that wall filled with Helixium containers and leaked into Larson's wounds. The sadistic UPOE soldier started laughing as Larson sat in his own blood. Larson felt sleepy.....

....a few hours later he would open his eyes once in a while to find himself in a patient cart. The world was so blurry and sounded fuzzy and the only thing he was unconsciously staring at was the blurry lights of the ceiling as they ran down his vision. He heard random sounds like "Stay with me!" or "Your going to live kid!" When the cart stopped, Larson realized he is in an operating room with a group of doctors darting around the room. Some said "We need to manually massage the heart by hand!" and that's when Larson started to feel dizzy again and go to sleep.

The next day he woke up with high end cybernetic augmentations. Larson at first thought he was inside a suit but once he figured out that that suit is part of his body, he started to freak out. The lead scientists who helped Larson build his cybernetics explained that Larson is a "one of a kind" and that they created his cybernetics without any limits. They also explained that Larson's blood is infused with technology and can animate his cybernetics how ever he wills. Cybernetic augmentations have limits because they can only function to certain programs for example an augmented construction worker who can transform his arm into a jackhammer can't also transform his arm into 50 other tools, at least without manually replacing his arm to switch whereas Larson has no augmentation limits. To demonstrate, one of the scientists hand him a little data chip and tell him to upload it when he enters the EI experimental firearms shooting range downstairs. Larson downloads it using his neurological chip and to his surprise, he sees a bunch of weapons displayed on his HUD. He selects a program called "rail_gun_mod.exe" and his arm transforms into a railgun sniper rifle. There were many weapon choices and Larson could even combine other weapon mods together to make something new or even create his own weapons by just thinking about it. Larson was indeed the ultimate living weapon as well as the ultimate Sybreed. Working as an Ex-military operative, he took the code name of Metal Storm and he was quite the patriot to his planet: Vekta. 

The people of Vekta are told that the lower class people are just lazy and provokers of violence and terrorism. One day Larson met a girl in a purple hoodie named Elara at a subway station and they happened to get in a conversation about politics: something that isn't quite common at all due to Vektan politics being ultra dull and mundane. Larson was quite defensive about EI and the government of Vekta where as Elara told him about the government corruptions occurring. She told him that she can convince him but Larson just stated, "I highly doubt that." 

Elara angrily replied, "Meet me at midnight at this given location" and downloads a file into his neuro chip from her's. It was a 3D map of the expected location and it turns out that it's located on the bottom lower sector Vekta, AKA the dark zone. In order to get there he would need to use his flight cybernetics since no vehicle or elevator is designed to enter the dark zone (also the fact that most of the elevators that go there are over a hundred years old and are out of order 99% of the time). Once he traveled there, he sees people suffering from hunger and diseases and Elara was trying to point out how EI does not care for these people. One thing he ended up later questioning was his morals. Until that day, that's when realized that there is more to being a good person than just his blind patriotism. Out of his curiosity, he secretly hacked into the EI data vaults and saw the dirty corporate secrets hidden behind them such as government kidnappings and starvations of the lower class. That's when Larson decided that there was corruption going on in Vekta and that he will not only use his powers to enforce the laws but also the people's rights.
